Why do highschools make the wrestlers wear the sinlgets?

is it mandatory that high school wrestlers wear those tight singlets? i fell sorry for them, because there private sure is noticeable. sometimes it look like there wearing nothing under the singlet. cause at times there private really points out. and then at times there wearing a jock. plus there usually adjusting them-self when they walk around. so is it a real thing to wear singlets.
