Wing Clipping Parakeets?

I have a green parakeet/budgie and it has it's wings clipped. It"s stick trained. WHen it comes out the cage it try to fly when frightened but can't due to it's clipped wings. Even though it tries it usually flutters and crashes. I'm scared my birdie might crash into something really hard and hurt itself. Why is this happening?
